Probably not different between 88 & 89.  My experience has been that the
low coolant indicator comes on on first startup and stays on until the
sensor gets wet, then I don't see it again until the car has been shut off
for a while.  I suppose it is not impossible for the sensor to dry out and
have the light come on during operation. I have never seen it, and I would
assume that the system would have to be very, very low for that condition
to occur.

More complex systems (like Ford uses in Mustang GTs) have logic (the "low
fluids indicator" computer), that stores the signal and keeps the
appropriate light on until the engine is shut off.  In addition, it doesn't
take a new reading until the engine has been switched off for min 90
seconds.  The Jag system is much simpler than that.
