Because they are designed to plug up. Thats what screens are for, stoping debris, i.e. pluging up. If they dont plug up they are passing the debris, so why have them? The radiator is not designed to stop debris unless its huge. Try that on a back road when the temperature is 105 degrees and your engine is hot already. A radiator gives you enough time, months, to do something about it and there is a guage in the dash that tells you when it is plugging up. All you need is for a sudden release of matter from somewhere in the engine and the whole frontal area of the filter would be plugged in just a few minutes time and you are running through the back woods of Bung Fk arabia in a 110 degree heat wave.
