I think the WHOLE thing can be done with four heater valves!  One on 
each bypass line, one on each radiator line.  Use vacuum to close the 
bypass valves and open the radiator lines.  If you can't get heater 
valves big enough (I think the biggest are 3/4") hook two in parallel 
on each line -- and, of course, open them sequentially to maintain 
better temp control.
