  Check inertia switch. There should not be any voltage there.
  Push down on the button, if that doesn't work, replace it.

  If the main relay is not coming on now, replace it.

  The diagram shows 2 pin 87's. If the relay is clicking on check for 
  power out at both pins 87 (pink/blue wires on 89). If you only get 
  power at one pin, you have the wrong type of relay. Replace it.
