As a result of the same EPA requirements that gave us carbon canisters, there is a requirement that gas tanks can't be totally filled, they ALWAYS have to maintain an air pocket above the fuel. Since the vent system (with those hokey pressure limiting valves) operates even while filling the car, the size of this air pocket can vary all over the place; it can vary with how FAST you filled the tank. It can vary with the mood the car is in that day!
