Unless you paid for a diagnosis don't go off half cocked slamming another
shop.  The actuators are one of the most common things to go bad.  I would
like to know the name of the shop and the full story.  I'm a little
sensitive to the bad mouthing because of what I've seen working in the
trade for the last ten years.  When it comes to accuracy the customer is
usually on the far end of the spectrum.  I admit that there are bad shops
out there, true professionals, as I like to call them.  One of the most
amusing circumstances is when a customer comes in and says "you just fixed
such and such six months ago."  Invariably they are off by a factor of
three.  Please note that this is not a personal attack, I just think that
the bad recommendations are getting a bit out of hand and we really ought
to restrain them a bit and get the other side of the story.
