I am going to make the assumption that Jaguar also used a bit to cut the recess originally,(rather than an adjustable tool) even if it was a special tool that only served that one purpose. In addition, I am going to assume that all valve seats were "expected" to have the same OD.. The question comes when we consider what variations in size are possible when drilling "the same" hole with the same bit, and what variations are possible from one bit to another, or from a new bit to a worn one? Likewise, what variations are possible in the manufacture of "standard" sized valve seats? Bottom line, I suspect that you will only see an improvement in the situation when you are shooting for tighter specs than what Jaguar used at the factory. Follow-Ups:
