Someone tell me I am wrong, but I think the pre-HE fuel tank was not
pressurised.  The fumes are vented via a carbon cannister, but the system
is not closed at shut-down as on the later cars.

I have similar problems with sealing at the cap, but due mainly to a
non-original locking cap which has been fitted.  I only have a problem if I
fill the tank all the way up.
