I assume that the '92 has Marelli engine management. If so, my offering may not be relevant. On earlier cars, this sort of thing happened if the throttle pot or switch was shot. It permanently fooled the ECU into thinking that it was in overrun shutoff mode. But after three whole days a new mystery for me to be puzzled about. In "park" and "neutral" the engine surges about 100 rpm and drops back in 2 second cycles. Occasionally it surges a little more.
