Jeff, I tried looking through the Haynes manual but the schematics are not very clear for the series 1 & 2. Series 1 & 2 don't seem to have any relays. Try shorting together the wires that go to the switch. If the stop lights come on you have a bad switch. Also, have you checked the bulbs? Sockets for corrosion?
