Paul, 
There are polishing products that can be used effectively that will remove,
without scratching, the outer layer of paint. After effective polishing a
good wax should bring out a few more seasons of luster. I'd recommend that
you visit a classic car or specialty auto paint facility and ask there
advice as to weather your paint is a candidate for this treatment. Also ask
there advise for products to use.
