My guess is that it is your fuel pump cavitating.  There is an in 
tank filter that has a tendency to plug up and this can cause the 
pump to have a inadequate supply of fuel - thus the noise.  You can 
check the filters by removing the tank drain plug and the filters are 
simply pushed over the fuel pick up line.  I had the same problem on 
my XJ12C.  However, my tanks were very rusty and were causing the 
problems.  You may have a similar situation.  If the tank is rusty, 
fix it right away by replacement with a rust free specimen.  
Otherwise, you will be spending megabucks on replacing fuel 
injectors.
