Yes.  But I only have a fix for one of (at least) two possible problems,
from your description.

The aerial mast needs lubrication on a regular basis.  As you extend and
contract the mast, wipe it with some motor oil, or a light-weight
grease.  You don't want anything that will clog up the works, or get
especially thick during cold weather.

Another possibile cause of your problem is that the cable that the motor
pushes and pulls to make the mast move is broken.  A test: can you move
the aerial up and down at all times, or only when you hear the motor
running?  If you can move it when the ignition is off, and the motor
isn't running, then the cable is broken and you may need a new aerial.
If it only moves (with your assistance) when you can hear the motor
running, its probably lubrication.
