Actually, the idea there is not MORE air -- there's plenty of airflow within 
the engine compartment already -- but COOLER air.  Getting cool outside air 
into the engine intakes is better than taking in preheated air that's come 
through the radiator.

However, I can't say I think a whole lot of this method.  Basically, this 
is just blowing cool air in the direction of the intakes; since there is no 
direct connection (at least that's what I gather) there still may be warm 
air getting into the intakes and cool air being blown elsewhere into the 
engine compartment.  On my car, I ducted the air intakes to the back of the 
headlight housings, making a cool air inlet that is positively connected to 
the filter housings and has no effect on the appearance of the car.

IOW, I suspect the REAL reason for those NACA ducts was that somebody liked 
the way they looked!  They located them so that they would do some good, but 
if function was the objective there were much easier solutions.
