Getting cool outside air into the engine intakes is better than taking in preheated air that's come through the radiator. However, I can't say I think a whole lot of this method. Basically, this is just blowing cool air in the direction of the intakes; since there is no direct connection (at least that's what I gather) there still may be warm air getting into the intakes and cool air being blown elsewhere into the engine compartment. On my car, I ducted the air intakes to the back of the headlight housings, making a cool air inlet that is positively connected to the filter housings and has no effect on the appearance of the car. IOW, I suspect the REAL reason for those NACA ducts was that somebody liked the way they looked!
