If this is  it, then there is a way to prevent it.  Wire a circuit that
spins the starter with no fuel or ignition a few times after a hot
shutdown over x degrees.  If you spun it randomly a few times, the odds
are that the same valves wouldn't be open.

Similar concepts:  letting a turbocharged car spool down before a hot
shutdown.  Really big turbines, that have auxiliary means of revolving the
shafts slowly after a hot shutdown so that gravity doesn't bend their
shafts (really!).
