These are called "shear bolts". They are supposed to be an anti-theft device. When you bolt in the ignition cylinder, the heads of the bolts shear off. You get them out by cutting a notch in them and knocking them unbolted with a chisel or punch until you can get vise grips on them. Follow-Ups:
