Jon, I think that's the auxiliary air intake rail you're describing, indeed part of the emissions system. If it develops a hole (like mine did), you will hear engine noise, and the car sounds like it's running rough. I think you can weld the hole or put epoxy on it (that's what I did). It's a lot cheaper than buying a new air intake rail, and the car sounds good as new. I'd like to junk the whole aux. air intake, but that's too big a project for now.
