I had the exact problem with the horns on my 1985 XJ6. It turned out I caused the problem. There are of course many differing 'opportunities' that might cause this problem. My was due to the copper ground arm on the bottom of the steering column. When you press the horn actuator you are grounding the system which causes the horns to sound. I have dropped my steering column to replace my heater core (what a blessing). When I had put the steering column back in place the copper ground arm had moved away from its proper place running on the interior part of the steering column and was constantly grounding on the outer metal part of the steering column. I simply move the arm back to its proper position and all is now well. Took me weeks to find the problem and about two nanoseconds to fix it. Hope yours is a easy as mine was to repair. Sometimes the easiest repairs are the hardest to find. Hope you enjoy your Jag as much as I love mine.
