XJ-6 Series III Engine Bay details

Fellow jag-lovers,                                                              
  I am currently in the process of having my 1985 XJ-6's motor rebuilt,         
since the motor is out of the car I'm taking the opprotunity to detail the      
engine bay. Considering the facts that the cat is 12 years old with 100,000     
miles on it, it's not too bad under there. I've spent about 10 hours in         
there with Simple Green and a toothbrush scrubbing things down - it should      
be set to be painted later this week. The only real spot that needs repaint     
is the driver's side inner wing, apparently someone spilled some brake fluid    
there at some point but it put a fairly large stain on that part and also       
took the coating off of the brake lines. That is my question: The metal         
lines coming off the master cylinder are apparently coated with some sort of    
green plastic - it looks like a coating and not a paint, of course I could      
be wrong. Does anyone know what this stuff is and if there's a way to           
restore it? Most of the lines are fine - it's only the immediate area around    
the master cylinder that's affected, is it worth the bother to try to make      
this correct or should I just try to match the color and repaint the            
sections that had the coating taken off?                                        
  One other real dumb question - does anyone out there have that little         
cover with the wingnut for a Weber DCOE 45 sidedraft carb (sits on the top      
of the carb right in the middle) that they'd like to part with? Seems like      
the only way to get this thing is to buy a whole new carb around here           
(Boston, MA). This is on my MGB and it runs great, but I don't want it to       
inhale anything nasty - the piece was missing when I got the car and I          
didn't anticipate that it would be as hard to find as it's turning out to       
be! As always, TIA
