Generally speaking one doesn't want to use very old seatbelts.  The nylon
deteriorates with age and looses much of it's strength.  Some manufacturers
(like Volvo) recommend replacing belts after a certain age (I can't
remember how long, but it was certainly less than 10 years).

Accordingly, this isn't something I personally would buy used even though
the cost of new belts can seem very high.

You don't know when you are going to need their full strength until it's to
late.
