Mike, are you sure it is not coming out of the top of the starting carb, and
looks like the washer below is leaking.  If your front carb float heigh is
incorrect, or the needle valve in the front carb sticks, it looks like a leak
from here.

Don't ask how I know.  Others could tell a tale here!
