This is a common wiring problem; either the ballast resistor is dead or there's a break in the wiring. Disconnect the heavy white/red wire from the starter relay so you can test without runnung the starter, then measure the voltage at the ballast resistor with the key in the starting position. Test first before and after the resistor to check whether the resistor itself is faulty; if there's no voltage at the "upstream" terminal of the resistor, keep tracing upstream until you find voltage and you have isolated the break.
