It appears that the isolating diode between the two circuits is bad (unlikely) or missing (likely). The easiest way I can think of to deal with it is to disable the ignition key switch. Coming off of the the ignition lock housing, you'll find a purple/green and a purple/white wire pair. Disconnect them at the connector.

Here's the solution that I posted a while back:

EXERCISE THE DEMON!!! (We all hate lazy, fat demons).

The buzzer in my '85 XJ6 was also the only part which was reliable, except for the miriad of parts which were reliably bad. Take off the lower portion of the dash, where your knees are (three small screws, starting from the top left). Stick in your key and you will immediately notice the small black box that just started drilling a hole in your brain. Take a screwdriver and pry off the wiring connector. Unscrew the box from the dash and sit it under your tire so you'll be sure to kill it when you back out of your driveway. My interior lights work fine without it.
